A video file holds its picture and its sound as separate tracks, packed together. Removing the audio leaves the sound track out and copies the picture track across untouched, so nothing is decoded and saved again. That's why it's quick even for a long video, and why the picture can't lose quality.

No. The picture is copied as it is, not re-encoded, so it keeps every frame, its resolution, and its frame rate. Only the sound track is left out, which also makes the file a little smaller.
